Description

The US Department of Homeland Security's Basic Pilot program is required to verify employment eligibility for all employees hired on or after January 1, 2007, due to legislation passed by the N.C. General Assembly in 2006. This program is required in addition to the I-9 verification process. The requirement applies to all newly hired employees, EPA and SPA, temporary and permanent, including students.

To facilitate this process, the University developed the Employment Eligibility Verification (EEV) tool to allow departments to input I-9 information and forward it to OHR.

Accessing the Create EEV Action Screen

You can access the Create EEV Action Screen by clicking from Human Resources Central. If you do not have on your list of Human Resources Central applications refer to the Requesting and Terminating System Access section of this User Guide for instructions on gaining access to the EEV Tool. The Create EEV Action Screen can also be accessed within the EEV Tool by hovering the mouse cursor over and then clicking .

Screen Sections

The Create EEV Action Screen contains two distinct sections:

Name

Description

Format

First Day at Work   The day the employee reported or will report to work for the first time, or, if the employee will begin work off site, the day the employee begins work.   MM/DD/YYYY
  (ex. 01/31/2005 )

Name, Last

Enter the employee's legal last name as it appears on the Social Security Card. If the name includes Jr., Sr., III, etc., it should be included in the last name field with NO punctuation marks.

*Must be an alpha value with no punctuation unless the name is hyphenated.

Examples:     Smith III, Jones Jr, Mason-Graham, O Shea

First

Enter the employee's legal first name. No nicknames allowed

Must be an alpha value with no punctuation

Middle

Enter the employee's legal middle name or initial.

Must be an alpha value with no punctuation

Maiden Name Enter name before marriage if applicable Must be an alpha value with no punctuation

Birthdate

Enter the employee's date of birth. No future dates

MM/DD/YYYY (ex. 01/31/2005 )

SSN

Number applied for and assigned through the Social Security Administration. If the federal government has assigned an SSN, the employee must provide it or we cannot hire them. If the federal government has not yet assigned an SSN, leave this field blank and type the text "SSN pending" in the Comments field. The employee must apply for an SSN as soon as possible; if they are a non-resident alien they should check with the International Center <http://oisss.unc.edu/> first.

When an SSN is pending, Payroll or the International Center assigns an ID that serves in the capacity of the social security number when processing a New Employment action. This temporary ID is used for that purpose only. NEVER enter it on the EEV tool.

A four digit number for departments, centers, professional schools and any other academic units to which a specific dept number has been assigned.

C = Citizen
R = Resident Alien
N = Non-Resident Alien

Alien Reg Number

Number assigned when permanent residence is received. Begins with A-______

SPA/EPA Fac/EPA Non-Fac Designates whether the employee is subject to the State Personnel Act (SPA) or exempt from the State Personnel Act (EPA) and whether the employee is Faculty (EPA Fac) or Non-Faculty (EPA Non-Fac)
S = SPA
F = EPA Faculty
N = EPA Non-Faculty
Perm/Temp/Student Designates whether the employee is permanent, temporary, or a student.
P = Permanent
T = Temporary
S = Student
